　　Break Down and Set up on the Reform of Administrative Public Institutions in China

　　[Abstract]Through the analysis of relevant policies and problems in reform practices, this essay argues that, at present Administrative Public Institutions Reform still needs to solve problems in conception reformation, classification standard and path choice, and meanwhile, the overall strategy should be systematic planning and classified advancement on the basis of scientific classification. That is to say, with the target achievements in the overall national interests and political values, the administrative execution institutions can be divided into two types of organizations: one takes the function of administrative law enforcement and regulatory management; the other one takes the function of policy research and consulting services. About the path of reform, they can be divided into various organizational forms such as government organization, department agency and public administrative entity, and different mechanisms such as social mechanism, state mechanism or a joint mechanism of both.
